How Grassroots Innovation Becomes National:An Explanation of Government Attention

不断涌现的基层创新上升为国家政策被认为是我国几十年来经济社会迅速发展的重要法宝。本文结合注意力基础观理论拓展政府注意力理论,探究具体的基层创新案例是如何成功上升为国家政策的动力机制。通过对河北省K县农村互助幸福院发展历程这一典型案例的剖析,解释此过程中各级政府的行为逻辑和互动模式,探究基层创新可持续发展的内在机理,完善中国实验主义治理理论的分析框架。由此可知关键决策者注意力对基层创新的选择性识别推动了政府组织关注该项创新,形成“领导-组织”注意力的转换,在此基础上,上下级政府间注意力的正向互动,推动基层创新的可持续发展。当政府组织对基层创新进行长时间聚焦稳定后,将其制度化,最终,上下级政府组织注意力在具体基层创新上调适“对齐”,驱动着基层创新成功上升为国家政策。

The rise of grassroots innovation as a national policy is regarded as an important magic weapon for the rapid development of the Chinese economy and society in recent decades.This paper introduces the theory of government attention to explore the dynamic mechanism of the successful rise of grassroots innovation to national policy.Through the analysis of a typical case of the development of K County Rural Mutual Aid Happiness Home for the Aged in Hebei Province,the behavioral logic and interactive mode of governments at all levels in this process are explained,the internal mechanism of grassroots innovation and sustainable development is explored,and the analytical framework of China’s experimental governance theory is improved.This paper argues that the key decision-makers’attention to the opportunity choice of grassroots innovation pushes the government organization to focus on this innovation,forming the shift of“leader-organization”attention.On this basis,the positive interaction of attention between the upper and lower levels of governments promotes the sustainable development of grassroots innovation.When government organizations focus on grassroots innovation for a long time and stabilize it,it will be institutionalized.Finally,the“alignment”of specific grassroots innovations receives attention from both upper and lower levels of government organizations,thereby propelling the success of grassroots innovation as a national policy.
