教育数字化背景下新西兰老年人数字素养与技能提升策略研究

摘要 数字化正引领世界教育新风向。在“人口老龄化”和“数字化”双重背景叠加下,全球老年人都面临着如何跨越数字鸿沟、摆脱数字融入困境的问题。新西兰已进入深度老龄化社会,政府高度重视人口老龄化,制定了系统全面的战略,实施了具体精细的行动方案,协调多方利益相关者,共同应对人口老龄化问题。教育是新西兰应对人口老龄化的重要手段。新西兰通过成人社区教育、第三年龄大学、高等教育和在职教育等多种形式来开展丰富多样的老年教育。同时,新西兰政府高度重视老年人的数字包容,通过系列战略引领数字化包容:投资实施老年人数字包容计划,鼓励多方合作共同参与老年数字化教育,资助定制化数字化培训,搭建数字化社区服务体系,提供丰富优质的适老化教育资源等。这在提高老年人数字素养和技能方面取得了一定成效,为我国提升老年人数字素养和技能提供参考和借鉴。 Digitalization is leading the way in the new direction of global education.Against the backdrop of an aging population and digitalization,elderly people worldwide are facing the challenge of bridging the digital divide and integrating into the digital world.New Zealand has entered a deeply aging society,and the government places high emphasis on addressing population aging by formulating comprehensive and systematic strategies,implementing specific and detailed action plans,and coordinating the collaboration of various stakeholders to address the challenges of an aging population.Education is a key approach for New Zealand in dealing with population aging.Through various forms such as Adult and Community Education(ACE),University of the Third Age(U3A),higher education,and on-the-job education,New Zealand carries out rich and diverse elderly education.Simultaneously,the New Zealand government highly prioritizes digital inclusion for the elderly.The government strategically guides digital inclusion efforts,invests in and implements digital inclusion programs,encourages collaborative participation in elderly digital education,subsidizes customized digital training,establishes digital community service systems to promote community involvement,and provides abundant high-quality age-appropriate educational resources for older people.These efforts have achieved certain successes in enhancing the digital literacy and skills of older adults,serving as a valuable reference for China in its path to improving the digital literacy and skills of the elderly.
