公安机关应对青少年自杀网络舆情的策略研究

Strategy Research on Public Security Organs Responding to the Online Public Opinion of Adolescent Suicide

伴随互联网技术高速发展,加之青少年触网年龄逐渐呈现低龄化趋势,青少年的交叉性社会问题逐渐以青少年自杀网络舆情的方式呈现在公众面前,使之成为新时代国家治理的重要一环。基于相关网络舆情对社会负面影响大周期长、次生舆情消解政府公信力以及相关负面谣言扰乱社会秩序等特点,青少年自杀网络舆情一旦出现将迅速扩散且极难控制,不仅社会负面影响严重,而且侵蚀党和政府公信权威。当前,我国公安机关应对青少年自杀网络舆情主要存在公众对立案标准存在认知偏差、舆情应对理念老旧、缺乏分级分类管理机制及相关工作预案不完善等问题。积极推动工作理念转型升级,通过加强法律法规宣传和普法教育,防止相关谣言病毒式蔓延,打破公众认知差,借力大数据模型构建信息分类分级管理机制,建立事前事中事后工作预案,科学调度搭建工作运转框架,完善配套机制,形成工作体系,进而构建完善的青少年自杀网络舆情治理体系是纾解当前困境的关键。

With the rapid development of the Internet technology and the trend of young people accessing the Internet at a younger age,intersecting social problems of young people are gradually presented to the public in the form of online public opinion on teenage suicide,which has become an important part of national governance in the New Era.Based on the characteristics of the long cycle and the large negative impact of related network public opinion,the secondary public opinion dissolves the government's credibility,and the negative rumors disrupt social order.Once adolescent suicide network public opinion appears,it will spread quickly and be difficult to control,not only causing serious negative social impact,but also eroding the credibility and authority of the Party and the government.Currently,the main problems faced by China's public security organs in response to adolescent suicide network public opinion governance are the cognitive deviation of the public towards case filing standards,outdated public opinion response concepts,lack of hierarchical classification management mechanisms,and imperfect related work plans.To alleviate the current predicament,it is necessary to actively promote the transformation and upgrading of work philosophy,strengthen the publicity of laws and regulations and legal education,prevent the viral spread of related rumors,break the public's cognitive gap,use big data models to construct information classification and hierarchical management mechanisms,establish work plans for before,during,and after events,scientifically schedule and build work operation frameworks,improve supporting mechanisms,and form a working system,thereby constructing a sound governance system for adolescent suicide network public opinion.
