制度建设是核电厂的一项基础管理工作,科学合理的程序制度可以畅通管理渠道、规范管理流程、指导员工履职,在核电厂设计、建造及运行的各个阶段,都应依法合规管理核设施。为有效保证核电项目在工程建设阶段的各方面工作合规有序开展,核电厂的营运单位和建设单位必须在实施核电项目前期准备及工程建设时期同步建立相应的管理程序体系。金电项目依托于商运核电厂已有的成熟管理制度体系,通过梳理上游文件、程序体系框架及管理体系验证活动,确定新项目的程序体系建设总体目标,引入阶段式程序建设模式,制定程序编码及程序模板、梳理各阶段程序清单,并采用三级程序审查、质量工程师审查、程序编制进度跟踪以及程序编制经验反馈等方式对程序编制质量进行总体管控,有效完成了程序体系建设的阶段任务,同时为后续核电新项目程序体系建立提供借鉴。

Program construction is a basic management work of nuclear power plant,scientific and reasonable procedure system can smooth the management channels,standardize the management process,guide the staff to perform their duties,to manage nuclear facilities in accordance with regulations at all stages of the design,construction and operation of nuclear power plants.As the operator and construction unit of a nuclear power plant,in order to effectively ensure that the work of the nuclear power project in all fields during the construction stage is carried out in an orderly manner,it is necessary to establish the corresponding management procedure system at the same time of implementing the pre-stage preparation and construction of nuclear power projects.By combing the upper-level documents,the framework of the procedure system and the verification activities of the management system,the overall goal of the procedure system construction of the new project is determined,introducing the phased program construction mode according to the routine stage of the early stage work of the nuclear power project,formulating the program code and the program template,combing the program list of each stage,the overall control of program quality is carried out by means of three-level program review,quality engineer review,program progress tracking and program experience feedback,etc.,effectively completed the stage of the process system construction tasks,and for the follow-up of new nuclear power project procedures for the establishment of the system to provide reference.
