环合肥都市圈乡村振兴评价研究——基于熵权TOPSIS法

Research on the Evaluation of Rural Revitalization in Hefei Metropolitan Area:Based on the Entropy Weighted TOPSIS Method

乡村振兴战略是消除贫富差距、实现共同富裕的治本之策。要实现乡村振兴,需动态评价区域内乡村发展水平,并依据相关指标及时作出战略调整。文章以产业兴旺、生态宜居、乡风文明、治理有效、生活富裕5个一级指标和20个基础指标为测量标准,构建乡村振兴水平评价指标体系,利用熵权TOPSIS法对合肥都市圈乡村振兴水平进行分析。研究发现:乡村振兴的水平与当地脱贫攻坚成果、经济发展水平和生态环境状况息息相关;合肥都市圈发展水平不均衡,南北差异明显。在后续发展中,地方政府应加大相关政策倾斜力度;加强农村环境保护,打造生态宜居环境;完善乡村振兴水平评测机制,实时调整有关战略;促进乡村科技进步,加快农业智能化转型;因地制宜,发展地区特色产业。

The strategy of rural revitalization is a fundamental solution to address the wealth gap and achieve common prosperity.To realize rural revitalization,it is necessary to dynamically evaluate the level of rural development within the region and make timely strategic adjustments based on relevant indicators.An evaluation index system for the level of rural revitalization was constructed by using five primary indicators of industrial prosperity,ecological livability,rural civilization,effective governance,and affluent living,as well as 20 basic indicators.The entropy weight TOPSIS method was used to analyze the level of rural revitalization in Hefei metropolitan area.Research has found that the level of rural revitalization is closely related to local poverty alleviation achievements,economic development levels,and ecological envi ronment conditions;the overall development of Hefei metropolitan area is uneven,with significant north-south differences.In the subsequent development,local governments should increase the tilt of relevant policies,pay attention to the protection of human health and environment,and emphasize the sustainable development of ecology,improve the evaluation mechanism for rural revitalization level to adjust relevant strategies in real time,accelerate the technological progress and intelligent transformation of agriculture in rural areas,adapt measures to local conditions and develop regional characteristic industries.
