Improve policy system of main functional zones in national spatial planning

文章围绕如何在“多规合一”的国土空间规划体系中健全主体功能区制度,详细剖析了现行主体功能区政策实施成效和存在问题,提出了新时代国土空间治理下,主体功能区政策制度系统化、差别化、协同化、激励化的总体思路,从加强政策制度顶层设计、分类完善主体功能区政策工具、强化政策综合统筹、健全政策实施评估机制等方面,提出完善和落实主体功能区战略制度的政策建议。

This study analyzes in detail the effectiveness and existing problems of the current policy implementation of the main functional zone in the“multi planning and integration”national land spatial planning system,and proposes an overall idea of systematizing,differentiating,coordinating,and incentivizing the policy system of the main functional zone in the new era of national land spatial governance.From the perspectives of strengthening the top-level design of policy systems,classifying and improving policy tools for the main functional zone,strengthening comprehensive policy coordination,and improving policy implementation evaluation mechanisms,the policy recommendations are proposed for improving and implementing the strategic system of the main functional areas.
