利益相关者视角下未定级不可移动文物保护机制研究——以将乐县南门头片区为例

Research on the Protection Mechanism of Unrated Immovable Cultural Relics from the Perspective of Stakeholders:A Case of Nanmen Street Area of Jiangle County

近年来,我国对不可移动文物的保护力度逐渐加大,但是数量众多的未定级不可移动文物由于资金缺口较大、产权复杂等问题的存在,阻碍了其保护过程。文章以将乐县南门头片区存在的15处未定级不可移动文物为例,并基于利益相关者视角,分析未定级不可移动文物的保护与发展利用阶段各利益主体及利益群体之间的利益共识和利益冲突,探讨如何在保护阶段以及发展利用阶段平衡多方利益主体的利益,并提出协调机制。文章认为,资金问题是困扰未定级不可移动文物保护与发展利用的关键,而现阶段社会推行的“文化出行旅游”是探索解决该问题的重要契机。在旅游带动的背景下,打通保护与发展利用之间的资金壁垒,进而实现未定级不可移动文物的活化利用,有助于实现未定级不可移动文物的保护。

In recent years,the protection of immovable cultural relics in China has gradually increased,but the protection of a large number of unrated immovable cultural relics has been hindered due to problems,such as large capital gap and complex property rights.This paper takes 15 unrated immovable cultural relics in Nanmen street area of Jiangle County as an example.From the perspective of the stakeholder,it analyzes the interest consensus and interest conflicts of various stakeholders and related interest groups in the protection and development of the unrated immovable cultural relics,discusses how to balance the interests of the stakeholders in the protection,development and utilization phases of the relics,and finally proposes the coordination mechanism.The paper holds that the capital problem is the key to the protection,development and utilization of the unrated immovable cultural relics,and the“cultural travel tourism”implemented by the society currently is an important opportunity to explore and solve this problem.Under the driving of tourism,breaking down the capital barrier between protection,development and utilization,and then realizing the activation and utilization of unrated immovable cultural relics are helpful for the protection of unrated immovable cultural relics.
