基于史密斯模型的农业转移人口市民化政策执行分析——以浙江省K县为例

Analysis of the Implementation of Citizenization Policies forAgricultural Transfer Population Based on the Smith Model:A Case Study of K County in Zhejiang Province

运用史密斯政策执行过程模型,分析K县农业转移人口市民化政策执行过程,发现其存在政策体系不够完善、执行机构存在短板、目标群体接受度低、政策环境支撑不足等问题,从而提出完善和优化政策体系、提高执行机构能力和效率、增强目标群体认同优化政策环境等优化执行路径,以加强农业转移人口市民化政策的执行效果.

Using the Smith policy implementation process model,this paper analyzes the implementation process of the citizenization policies for agricultural transfer population in K County.It identifies several issues,including the imperfect policy system,shortcomings in the executing agencies,low acceptance among target groups,and insufficient support from the policy environment.Based on these findings,the paper proposes optimization paths such as improving and optimizing the policy system,enhancing the capacity and efficiency of executing agencies,increasing the identification of target groups,and optimizing the policy environment.These measures aim to strengthen the implementation effectiveness of citizenization policies for agricultural transfer population.
