Analysis and Summary of Suzhou City’ s Exploration in Water Rights Trading and Development Strategies

苏州市现状用水量已基本接近“十四五”总量控制指标,形势严峻。为保障区域内用水户的合理用水需求,并优化水资源配置,苏州市于2021年开展了水权交易试点工作。本文通过分析苏州市水权交易探索存在的市场活跃度低、法制基础薄弱、交易形式单一和监管经验缺乏等问题,从制度、平台、形式及监管等层面提出了相关建议,以期为苏州市水权市场健康、可持续发展提供参考。

Suzhou city’s current water usage has nearly reached the total control targets set for the 14th Five-Year Plan,presenting a serious situation.To ensure the reasonable water needs of users within the region and optimize water resource allocation,Suzhou city initiated a water rights trading pilot program in 2021.This paper,by analyzing problems in Suzhou’s exploration of water rights trading such as low market activity,weak legal foundations,singular trading forms,and lack of regulatory experience,puts forward suggestions from the perspectives of system,platform,forms,and regulation.These recommendations aim to provide references for the healthy and sustainable development of Suzhou’s water rights market.
