社会治理共同体:推进基层公共安全治理现代化的基石——基于结构化理论的分析视角

Social Governance Community: The Cornerstone of Promoting the Modernization ofGrass-roots Public Security Governance——From the perspective of structural theory

社会治理共同体建设不仅是推进国家治理现代化的必然要求,同样也是维护国家安全和社会稳定的重要手段。立足于中国基层治理的现实场域,考察社会治理共同体的建设实践,发现其主体多元性、行动协同性和能力聚合性,可以有效适配和契合公共安全问题的来源广泛性、影响扩散性和应对复杂性。同时社会治理共同体结构能够通过能力汇聚机制、规则约束机制和价值引领机制的运作过程形成治理合力和共同行动,从而有序有效地应对和处理公共安全问题。但在社会治理共同体的实际建设当中,仍面临着主体能力有限参与不足,规矩约束不及不适和价值导向多元无序的现实困境。有鉴于此,可以采用激活培育治理主体、创新完善治理机制以及营造优化治理环境来进一步发挥社会治理共同体在基层公共安全治理中的协同作用。

The construction of social governance community is not only an inevitable requirement to promote the modernization of state governance,but also an important means to safeguard national security and social stability.Based on the practical field of grass-roots governance in China,the construction practice of social governance community is investigated,and it is found that its subject diversity,action synergy and ability aggregation can effectively adapt to the extensive sources,influence diffusion and complexity of public safety problems.At the same time,the community structure of social governance can form joint efforts and common actions through the operation process of capacity convergence mechanism,rule constraint mechanism and value guidance mechanism,so as to deal with public safety problems in an orderly and effective manner.However,in the actual construction of social governance community,it still faces the realistic dilemma of limited subjective ability,insufficient participation,less and uncomfortable rules and regulations,and disorderly value orientation.In view of this,the synergy of social governance community in grass-roots public security governance can be further exerted by activating and cultivating governance subjects,innovating and improving governance mechanisms and creating an optimized governance environment.
