摘要
针对高校实验室安全隐患重复出现,深入分析安全隐患产生的前提条件、不安全监督和组织原因,探索从源头上解决安全隐患的重复发生的方法。运用HFACS人因分析模型分析高校实验室安全隐患,追溯安全隐患产生的原因,提出了客观型、认知型、故意型安全隐患的分类方法,构建了高校实验室安全隐患分类治理模型;根据该模型,结合日常实验室安全隐患检查的数据,对不同类型隐患采取不同治理措施,推动实验人员、实验室PI、二级单位和学校相关职能部门协同配合落实安全隐患的治理,能有效减少隐患的重复发生,为高校实验室安全隐患分类治理提供参考。
In response to the repeated occurrence of safety hazards in university laboratories,an indepth analysis is conducted on the prerequisites,unsafe supervision,and organizational reasons that lead to safety hazards,and exploration is made to solve the repeated occurrence of safety hazards from the source.The HFACS human factors analysis model is used to analyze safety hazards in university laboratories,trace the causes of safety hazards.Classification methods are proposed for objective,cognitive,and intentional safety hazards,and a classification and governance model is constructed for safety hazards in university laboratories.Based on the classification and governance model of safety hazards,combined with data from daily laboratory safety hazard inspections,different governance measures are taken for different types of hazards.This promotes collaborative efforts among experimental personnel,laboratory PI,secondary units,and relevant functional departments of the school to implement the governance of safety hazards,effectively reduces the recurrence of hazards and provides suggestions for the classification and governance of safety hazards in university laboratories.
