石家庄市托育服务供给现状、问题及对策研究

The Current Situation,Problems,and Countermeasures of Childcare Service Supply in Shijiazhuang City

托育服务是增进民生福祉、补齐民生短板的重要内容,党的二十大报告明确提出着力推动托育服务的高质量发展。通过整理河北省石家庄市托育服务网络平台的相关数据,分析河北省石家庄市托育服务供给现状,发现河北省石家庄市托育服务供给存在机构分布不均、托位数量短缺、环境设施不完善、服务的可接近性不足、师资配备不足、资格证书混乱等问题。对此,结合实际提出:提升托育资源配置的合理性和公平性,大力发展普惠性托育,严格机构的准入和评判标准,加大对优秀托育人才培养投入,加强师资队伍建设的建议,为推动托育服务高质量发展提供参考。

Childcare services are an important part of improving people’s well-being and making up for the shortcomings of people’s livelihood,and the report of the 20th National Congress of the Party clearly puts forward efforts to promote the high-quality development of childcare services.By organizing relevant data from the childcare service network platform in Shijiazhuang City,Hebei Province,an analysis of the current status of childcare service provision in Shijiazhuang City,Hebei Province was conducted.The research results show that there are some problems in the supply of childcare service in Shijiazhuang,Hebei Province,such as uneven distribution of institutions,shortage of number of childcare places,imperfect environment and facilities,insufficient accessibility of services,inadequate staffing,and confusion regarding qualification certificates.In response,it is proposed to enhance the rationality and fairness of childcare resource allocation,vigorously develop inclusive childcare,strictly regulate the admission and evaluation criteria of institutions,increase investment in the training of outstanding childcare talents,and strengthen the construction of teachers,so as to provide reference for promoting the high-quality development of childcare services.
