构建跨区域生态环境治理共同体是跨区域合作治理的现实考量,是生态文明高质量发展的题中之义,也是跨区域生态环境治理的目标愿景。当今社会,构建跨区域生态环境治理共同体对于强化区域生态资本,满足公众生态需求,创造公共生态价值方面具有重要的价值和功能。国内外大量经验表明,构建跨区域生态环境治理共同体建立在诸多因素、条件、资源相互支持与相互配合的基础之上。因此,强化法律规制,加强法律制度保障;明确责任分担,厘清多元治理主体之间的责任关系;统一利益目标,培育合作内生动力以及促进广泛参与,构建多方治理格局就成为构建跨区域生态环境治理共同体的重要基础。

Building a cross-regional ecological and environmental governance community is a realistic consideration of cross-regional cooperation and governance,which is not only the only way for the high-quality development of ecological civilization,but also the goal and vision of cross-regional ecological and environmental governance.Currently,the construction of cross-regional ecological environment governance community is playing an important role in strengthening regional ecological capital,meeting the ecological needs of the public,and creating public ecological values.A large number of domestic and foreign experience indicates that the construction of a trans-regional ecological and environmental governance community is based on the mutual support and cooperation of numerous factors,conditions and resources.Therefore,the following stratagies is an important basis for building a cross-regional ecological and environmental governance community which includes:strengthening the legal regulation,strengthening the legal system guarantee;clarifying responsibility sharing,delineating the responsibility relationship between the multiple governance subjects;unifying interest objectives,cultivating endogenous impetus for cooperation and promoting extensive participation,and building a multi-party governance pattern.
