“一码管地”框架下的土地全生命周期数据关联模型研究

摘要 针对数字时代背景下需对土地全生命周期建立数据关联模型的紧迫需求,基于信息本体论制定统一的“地块”与“业务”编码规则;再利用人地关系理论建立地地索引表、地业索引表和业业索引表,通过“地块码”和“业务码”主键解决业务、人、地块之间的基本关联关系。利用数据挖掘技术构建业务知识图谱,从而建立空间相离的业务关联关系,实现土地全要素、全业务、全流程的数据纵横贯通、信息高效协同。实践结果表明,该方法可快速可靠地构建土地全生命周期数据关联模型,为自然资源数字化改革提供坚实基础。 Aiming at the urgent demand in the digital era to establish a data association model for the full life cycle of land,based on information ontology,we formulated unified coding rules for“parcel”and“business”,utilized the theory of human-land relationships to establish land-land,land-business and business-business index tables,and solved the fundamental relational issues among businesses,individuals and parcels by using“parcel codes”and“business codes”as primary keys.We used the data mining techniques to construct a business knowledge graph,thereby established spatially distinct business relationships,and achieved seamless integration of data across the full life cycle of land,encompassing all elements,businesses and processes,facilitating efficient information collaboration.The practical results demonstrate that this method enables the rapid and reliable construction of data association model for the full life cycle of land,providing a robust foundation for the digitization reform of natural resources.
