摘要
我国已经步入城镇化较快发展的中后期,城市发展已由大规模增量建设转为存量提质改造和增量结构调整并重的方式~([1]),其中,老旧小区更新改造已成为牵动民生福祉的重要内容。北京市作为全国城镇化率较高的城市之一,在老旧小区更新改造实践中具有前瞻性与引领作用。本文基于北京市老旧小区更新政策与案例研究总结,试图探索出老旧小区更新改建模式与资金筹措方案,为后续的老旧小区及危旧楼宇改造提供思路方法。
Since China has stepped into the middle and late stages of rapid urbanization,urban development has shifted from large-scale incremental construction to an approach that places equal emphasis on quality improvement of stock renewal and structural adjustment of incremental construction,in which the renewal and transformation of old communities has become an important element that affects people’s well-being.As one of the cities with high urbanization rate in China,Beijing has a forward-looking and leading role in the practice of renewal and renovation of old communities.Based on the policy summary and case study of the renewal of old communities in Beijing,this paper tries to explore the renewal and renovation mode as well as the financing scheme of old communities,which could provide ideas and methods for the renovation of old communities and dilapidated buildings in the future.
