高度城市化地区区级生态修复规划路径探索——以深圳市龙岗区为例

Urban Ecological Restoration Planning Path Exploration in Highly Urbanized Areas——Taking Longgang District,Shenzhen as an Example

国土空间生态修复已成为当前自然资源领域落实“绿水青山就是金山银山”理念的重要抓手,也是新时期生态文明建设的重大战略任务。文章通过剖析国土空间生态修复的概念内涵、相关城市的实践经验以及现行区级生态修复规划在全域统筹、规划传导与实施机制上的不足,提出新时期背景下的区级国土空间生态修复规划策略。以深圳市龙岗区为例,从自然资源全要素分析、生态安全格局构建、生态修复管控体系、生态修复联动机制等方面提出生态修复策略,探索面向区级的国土空间生态修复规划方法,以期对相关规划实践提供参考。

The ecological restoration of territorial space has become an important support to implement the concept of“Lucid waters and lush mountains are invaluable assets”in the field of natural resources,which is also a major strategic task for the construction of Ecological Civilization in the new era.This paper analyzes the conceptual connotation of territorial space ecological restoration,studies the practical experience of relevant cities,summarizes the deficiencies in overall planning,planning transmission,and implementation mechanisms of the current district-level ecological restoration planning,and proposes district-level territorial space ecological restoration planning strategies in context of the new era.This article takes Longgang District,Shenzhen City as an example,and proposes specific ecological restoration planning strategies from the aspects of comprehensive analysis of natural resources,construction of ecological security patterns,ecological restoration control systems,and ecological restoration linkage mechanisms,aiming to explore the planning methods for territorial space ecological restoration at the district level,in order to provide reference for related planning practices.
