高校与乡村依托“第一书记”构建互促发展机制研究

Research on the Construction of Mutual Development Mechanism Between Colleges and Universities and Rural Areas Based on the First Secretary

高校是推进实施乡村振兴战略的一支重要力量,其在服务乡村产业发展、人才培养、文化建设、生态环境治理和党的基层组织建设方面具有独特优势;同时乡村在助力高校提升大学生暑期“三下乡”社会实践活动质量、增进教师教学科研能力、提升基层治理能力和水平等方面也具有宝贵资源。高校与地方党委应充分利用“第一书记”这一纽带,突破以往在关爱支持、角色认知和考核管理等方面存在的不足,通过提升群体意识、优化角色定位、完善评价机制等举措,取得实现资源共享、激发各方活力、推动全面发展的工作成效,进而推进高校与乡村互促发展。

Colleges and universities are an important force to promote the implementation of the rural revitalization strategy.They have unique advantages in serving the development of rural industries,personnel training,cultural construction,ecological environment governance and the construction of grassroots organizations of the Party.At the same time,the rural areas also have valuable resources in helping colleges and universities to improve the quality of students'social practice activities in the summer vacation,improve teachers'teaching and scientific research ability,and improve the ability and level of grassroots governance.Colleges and universities as well as local Party committees should make full use of the link of“the first secretary”to break through the shortcomings in the past in terms of care and support,role cognition and assessment management.By improving group awareness,optimizing role positioning and improving evaluation mechanism,we can achieve the results of resource sharing,stimulating the vitality of all parties and promoting all-round development,which promotes the mutual development between colleges and universities and rural areas.
