数字技术赋能全过程人民民主的逻辑、机理与路径

The Logic,Mechanisms,and Pathways of Empowering the Whole-process People's Democracy with Digital Technology

近年来,我国各地争先尝试将数字技术融入全过程人民民主的具体实践,探索出数字技术赋能全过程人民民主发展的新路。数字技术赋能全过程人民民主的逻辑理路集中体现了广度逻辑、效度逻辑、精度逻辑、深度逻辑的有机统一。数字技术主要通过民主素养赋能、民主渠道赋能、民主流程赋能、民主制度赋能四大作用机理,实现对全过程人民民主的全方位赋能。数字技术赋能全过程人民民主需要循序渐进、综合施策,可以通过数字人大建设搭建人大代表联系人民群众的全天候平台,通过数字政协建设打造协商议事的一体化平台、多样化场景,通过数字政府建设充分实现过程民主与成果民主的有机统一,从而探索全过程人民民主的可行性实践路径。

In recent years,various regions in China have been striving to integrate digital technology into the concrete practice of whole-process people's democracy,exploring a new path for empowering the development of whole-process people's democracy through digital technology.The logicalroutes of empowering whole-process people's democracy with digital technology prominently embodies the dialectical unity of breadth logic,efficiency logic,precision logic,and depth logic.Digital technology primarily achieves comprehensive empowerment of the whole-process people's democracy through four main mechanisms:empowering democratic literacy,empowering democratic channels,empowering democratic processes,and empowering democratic institutions.The empowerment of whole-process people's democracy with digital technology requires a gradual and comprehensive approach.This can be achieved through three feasible practical paths:firstly,through the establishment of digitalPeople's Congress,creating an all-weather platform forPeople's Congress representatives to connect with the people.Secondly,through the development of digital Chinese People's Political Consultative Conference,creating an integrated platform for consultation and deliberation in diverse scenarios.And thirdly,through the construction of digital government,achieving the organic integration of procedural democracy and outcome-based democracy,so as to explore the feasible practice path of whole-process people's democracy.
