摘要
当前,全球气候危机加速演进,气候治理形势严峻。气候变化成为各国无法回避的全球性公共问题。由于各国存在利益分歧,全球气候治理过程呈现曲折发展态势,出现如大国责任归属分歧、气候治理领导力缺位、治理机制内在不足等挑战,严重阻碍气候治理行动的有效落实。这些挑战亟待世界各国在气候领域强化合作,共同应对气候危机。作为世界最大的两个经济体和碳排放量国,中国和美国本应在气候领域携手应对挑战,但美国一方面表示愿意与中国加强气候领域合作,另一方面又以激进的气候目标向中国施压,导致中美在气候治理领域竞争与合作并存,制约了全球气候治理的效用。中美唯有良性互动、积极开展合作才能有效应对全球气候危机,维护人类在21世纪的可持续发展。
At present,the global climate crisis is accelerating and the situation of climate governance is grim.Climate change has become a global public issue that no country can avoid.Due to the divergence of interests among countries,the process of global climate governance has shown a tortuous development trend,and all kinds of challenges,such as the divergence of responsibilities among major countries,the lack of leadership in climate governance,and the inherent inadequacy of the governance mechanisms have emerged,which have seriously impeded the effective implementation of climate governance actions.These challenges urgently require all countries in the world to strengthen their cooperation on climate and to address the climate crisis together.As the two largest economies and major carbon emitters in the world,China and the United States should have joined to address the climate challenges.On the one hand the United States has expressed its willingness to strengthen cooperation with China in the climate field,But on the other hand it puts pressure on China with radical climate targets,resulting in the coexistence of competition and cooperation between China and the United States in the field of climate governance,which has restricted the effectiveness of global climate governance.Only through positive interaction and active cooperation can China and the United States effectively respond to the global climate crisis and safeguard the sustainable development of humanity in the 21st century.
