农业服务业助推小麦产业高质量发展研究

Research on the Impact of Agricultural Service Industry on Promoting High Quality Development of Wheat Industry

国家迫切需要新的动力实现小麦产业的创新提质和可持续发展,农业服务业是推进中国小麦产业现代化转型和实现高质量发展的关键战略驱动力。基于2006—2021年11个小麦主产省区的面板数据,利用固定效应模型揭示农业服务业对小麦产业高质量发展的影响效应。结果表明,小麦产业高质量的发展整体呈现上升趋势;农业服务业占比升高有利于小麦产业发展质量的提升;进一步分析表明,农业服务业对小麦产业生产效率、绿色发展、经济效益和农村康养4个维度的发展表现出差异影响,即对生产效率、经济效益和农村康养有显著的正向影响,对绿色发展则产生抑制作用。据此,提出几点政策建议:为实现小麦产业高质量发展,应当注重促进农业服务业的发展;推动小麦主产区提供跨区服务;推动农业服务业向专业化方向发展。

The country urgently needs new impetus to achieve innovation,quality improvement,and sustainable development of the wheat industry.The agricultural service industry is a key strategic driving force for promoting the modernization and transformation of China’s wheat industry and achieving high-quality development.This article is based on panel data from 11 major wheat producing provinces and regions from 2006 to 2021,and uses a fixed effects model to reveal the impact of agricultural services on the high-quality development of the wheat industry.The results showed that the overall high-quality development of the wheat industry is showing an upward trend;the increase in the proportion of agricultural service industry is conducive to the improvement of the quality of wheat industry development;further analysis shows that the agricultural service industry has a differential impact on the development of the four dimensions of wheat industry production efficiency,green development,economic benefits,and rural health,that is,it has a significant positive impact on production efficiency,economic benefits,and rural health,while it has a inhibitory effect on green development.Based on this,several policy suggestions are proposed:To achieve high-quality development of the wheat industry,attention should be paid to promoting the development of agricultural service industries;promote the provision of cross regional services in the main wheat producing areas;promote the development of agricultural service industry towards specialization.
