Value,Challenge and Action Plan of"Group-Led Institute Governance"in Vocational Colleges

以群治院是高职院校以专业群为基础,通过重构基层治理组织和优化治理结构,提升治理水平的重要措施。以群治院在治理理念、治理结构、治理流程和治理手段等方面,体现了整体智治、多元共治、协作共生和数据赋能的现代化表征。囿于传统理念、制度惯性和权力分配等原因,以群治院面临治理理念偏差、传统路径依赖、治理主体权责不清、治理数据孤岛等现实困境。基于组织变革理论,提出高职院校要重塑多元主体协同参与的“整体智治”理念,整合以专业群学院为基础的“共治体系”,优化以制度为核心的“权力清单”机制,构建以“适应性服务”为导向的数治新模式,从而实现对接产业集群需求的内部治理变革。

Group-led Institute Governance is an important measure for vocational colleges to improve governance by restructuring grassroots organizations and optimizing governance structure based on professional groups.It reflects modern governance characteristics such as holistic intelligent governance,multi-entity co-governance,collaborative coexistence,and data empowerment in aspects like governance concepts,structures,processes,and methods.However,constrained by traditional concepts,systemic inertia,and power distribution,challenges like deviation in governance philosophy,dependence on traditional paths,unclear responsibilities,and data isolation emerge.Therefore,based on organizational change theory,this study proposes that vocational colleges should reshape a holistic intlligent governance concept with multi-entity collaboration,integrate a co-governance system based on professional groups,optimize a power list mechanism centered on institutions,and construct a new data-driven governance model oriented towards adaptive services,to achieve internal governance transformation that aligns with industry cluster demands.
