乡村振兴是实现国家现代化及实现中华民族伟大复兴中国梦的重要一环。要实现乡村振兴,人才振兴是关键,在党的十九大上,新乡贤作为新时代的乡村社会精英进入人们的视野,其作为重要的人才资源,日益成为参与乡村治理、实现乡村振兴的重要资源。乡村社会精英参与乡村治理面临哪些困境?其参与效果如何?需要具体指标评价。本文以此为着力点,在进行实地调研和广泛阅读文献的基础上,试图构建乡村社会精英参与乡村治理效果的评价指标体系,并构建相关变量之间的关系。

Rural revitalization is an important link to realize national modernization and the Chinese dream of the great rejuvenation of the Chinese nation.Talent revitalization is the key to rural revitalization.At the 19th National Congress of the Communist Party of China(CPC),new villagers came into people's vision.As an important talent resource,they have increasingly become an important resource to participate in rural governance and realize rural revitalization.What difficulties do new villagers face in participating in rural governance?How effective is its participation?It's worth studying.On the basis of field research and extensive reading of literature,this paper attempts to construct an evaluation index system of the effect of rural governance in which new townsfolk participate,and to construct the relationship between relevant variables.
