市场激励型环境规制对中国能源福利绩效的影响——来自碳交易试点政策的准自然实验证据

Theimpact of market-incentivized environmental regulation on energy welfare performance in China-Quasi-natural experimental evidence from China's carbon trading pilot policy

能源福利绩效的概念来源于生态福利绩效,旨在衡量能源消耗所带来的经济性和非经济性综合福利产出,提高能源福利绩效水平是实现可持续发展的重要手段之一。基于中国30个省份2009-2019年的面板数据,以中国实施的碳交易试点政策为准自然实验,探究市场激励型环境规制对中国能源福利绩效的影响并检验其影响机制。结果表明,碳交易试点政策对能源福利绩效具有显著的影响作用,并且这种影响作用存在明显的区域异质性,对东部和中部影响显著,对西部影响不显著。碳交易试点政策可以通过技术创新和产业结构升级对能源福利绩效产生影响且影响效果具有明显的滞后性,滞后期为2年。最后基于研究结果,对未来的碳交易市场建设和能源福利绩效的提升提出一定的政策建议。

The concept of energy welfare performance(EWP)is derived from ecological welfare performance,which aims to measure the combined economic and non-economic welfare outputs from energy consumption,and improving the level of EWP is one of the most important means to achieve sustainable development.The paper explores the effects of market-incentivized environmental regulation on China's EWP and examines its influence mechanism using panel data from 30 Chinese provinces between 2009 and 2019.It uses the carbon trading pilot policy(CTPP)adopted in China as a quasi-natural experiment,and the results show that the CTPP has a significant impact on EWP,and there is obvious regional heterogeneity in this impact on the east and center of the country,but not on the west.CTPP can have an impact on EWP through technological innovation and industrial structure upgrading with a significant lag of two years.Finally,based on the study's findings,several policy proposals are given for the development of a carbon trading market in the future and the enhancement of EWP.
