Political and Economic Factors in the Process of Economic Globalization:"Why Is It Important"and"How Important It Is"

近年来,经济全球化频频受政治力量影响,出现了一些新变化,这一现象为我们重新思考全球化进程中的经济与政治因素孰轻孰重提供了背景。对此问题的回答大体上可以划分为两类观点:经济自由主义与经济民族主义,前者注重对经济活动的分析并强调经济因素的决定作用,后者注重对政治行为的分析并强调政治因素的决定作用。这两种流行的观点在方法论上都有二元论的影子,历史唯物论的解释则赋予了经济与政治两因素内在的辩证联系,可以更准确地把握两者对经济全球化的影响。从历史唯物论看,经济活动是推动全球化的基础性力量,政治行为虽然在短期内会对全球化产生重要影响,但长期而言依然会回归到经济活动的要求上,“经济”与“政治”也并非二元并立或对立的关系,它们不仅相互联系,而且同属于社会运动过程的整体。

In recent years,economic globalization has been frequently influenced by political forces and has undergone some new changes.This phenomenon provides a background for us to rethink the importance of economic and political factors in the process of globalization.The answer to this question can generally be divided into two types of views:economic liberalism and economic nationalism.The former focuses on the analysis of economic activities and emphasizes the decisive role of economic factors,while the latter focuses on the analysis of political behavior and emphasizes the decisive role of political factors.These two popular views have the shadow of dualism in methodology,and the historical materialism endows the two factors of economy and politics with internal dialectical links,which can more accurately grasp their impact on economic globalization.From the perspective of historical materialism,economic activities are the fundamental force driving globalization.Although political behavior may have a significant impact on globalization in the short term,it will still return to the requirements of economic activities in the long term."Economy"and"politics"are not binary or opposing relationships,they are not only interrelated,but also belong to the overall process of social movements.
