中国统筹发展和安全的脉络与实践——基于历史变迁的研究视角

Analysis of the Threads Running through China's Efforts to Balance Development with Security and Its Approaches from the Perspective of Historical Change

冷战结束后,随着全球化的迅速推进,国际安全环境日趋复杂。一方面,随着中国国际地位的提升,中国的国际话语权逐渐增强、海外利益显著增加,各类安全隐患也随之凸显;另一方面,中美博弈、俄乌冲突、非传统安全等因素的相互叠加,使中国社会发展和安全形势面临着重大的变化与挑战。因此,如何“统筹发展和安全”成为重要的时代命题。从历史纵深的角度出发,分析中国部分朝代和人类近代史上五次重大变局中有关安全与发展方面的经验教训,梳理“统筹发展和安全”的历史脉络与实践,为实现中国的安全式发展提供若干思路。

Since the end of the Cold War,globalization has advanced rapidly and the international environment concerning security has become increasingly complex.On the one hand,with the rise of China's international status,its international discourse power is gradually enhanced,the overseas interests are significantly increased,and various security risks become evident.On the other hand,the superposition of Sino-US game,Russia-Ukraine conflict,non-traditional security issues and other factors have posed major challenges to China's social development and security situation.Therefore,how to"balance development with security"has become an important proposition of the times.From historical perspectives,this paper attempts to analyze the experience and lessons of security and development in some dynasties of China and five major changes in moderm human history,and to sort out the historical threads and practice of"balancing development with security"in an effort to offer suggestions on China's secure development.
