New Trends of Turkey's Policy toward the Kurdistan Region of Iraq:Situation,Motivations and Constraints

2018年至今,土耳其与伊拉克库尔德地区政府在诸多重要领域展开合作,包括政治互信加强、军事配合作战、经济互惠互利等。传统意义上,土耳其对伊拉克库尔德人政策的导向,源于其对库尔德问题联动性的高度重视。当前形势下,埃尔多安政府对伊拉克库尔德人政策的导向又增添了蕴含“新奥斯曼主义”理念的“百年愿景”,以期土耳其在能源供应、周边安全与政治影响等领域有所建树。百年未有之大变局为土耳其政府实施“积极进取”的外交政策提供了机会窗口,但历史与现实之间的巨大落差,或使土耳其对伊拉克库尔德地区政策难以如愿。

Since 2018,Turkey and the Kurdish Regional Government in Iraq have carried out cooperation in many important areas,including political mutual trust,military cooperation and economic reciprocity.In the traditional sense,Turkey's policy orientation towards the Iraqi Kurds stems from its high attention to the associativity of the Kurdish issue.Under the current situation,the Erdogan government's policy orientation towards the Iraqi Kurds has added the"centennial vision"containing the concept of"neo-Ottomanism",hoping that Turkey will make achievements in the fields of energy supply,peripheral security and great power competition at the important juncture of the centennial of the founding of Turkey.The profound changes unseen in a century provides a window of opportunity for the Turkish government to implement an"aggressive"foreign policy,but Turkey's policy towards Iraq's Kurdish region may turn out unsatisfied due to the huge gap between the past and the present.
