Knowledge production is an abstract expression based on practical phenomena.Accelerating the construction of emergency management knowledge system with Chinese characteristics requires starting from China's emergency governance scenarios,following the universal law ofknowledge production,revealing the frame attributes derived from the evolution of China's independent knowledge production for emergency management with the theoretical paradigm of"concept-principle-discourse",trying to explore the internal logic,and proposing the future promotion path.The evolution framework of China's independent knowledge production for emergency management shows that it mainly relies on emergency management practices of different fields,scopes and types since the founding of New China,constructs a conceptual production set including basic concepts,contextual concepts,and derivative concepts,refines a rich and diversified framework of principle generation by understanding China from the perspective of the world,China itself and the future and forms people-oriented,integrative,and open academic discourse.This framework of independent knowledge production is the result of practice orientation,the demand for theoretical interpretation,the power of knowledge transformation,and the mechanism of political leadership,and it also drives the future production of independent knowledge for emergency management in China to pay more attention to cultivating the consciousness of emergency management knowledge,pursuing the practice of emergency management,consolidating the theoretical foundation of emergency management,and responding to the needs of the national emergency strategy.In essence,China's independent knowledge production for emergency management is a process of knowledge absorbing politics,theory absorbing practice,the local absorbing the foreign,and the modern absorbing the traditional.China's independent knowledge production for emergency management has the qualities of openness and development,and needs to be integrated into the macro-strategic context of the new security architecture,so as to build an independent knowledge system for Chinese emergency management that is more in line with the characteristics of the times,the strategic demands and the people's orientation.
