全球安全治理:挑战、出路与变革的“方法论”

Global Security Governance:Challenges,Solutions,and"Methodology"of Transformation

当今世界不安全感在全球范围扩散,既体现为不确定因素增加导致安全环境恶化,也体现为传统安全支撑力量作用下降,还体现为新技术发展引发安全负外部性。由此,为应对日益增多的全球性挑战,加强全球安全治理、推动全球安全治理体系变革成为大势所趋。中国在应对全球安全治理问题时,应关注重点议题治理、关键节点治理、传统和非传统安全问题的综合治理,发挥大国和联合国体系在维护国际安全方面的特殊责任与核心作用,重点加强新技术发展的国际规范建设。同时,还要强化全球安全治理变革“方法论”,坚持辩证唯物主义“两点论”,注重确定性和弱化不确定性相结合、全人类共同价值和世界文明多样性相结合、“大治理”与“小治理”相结合、大国责任与国际社会共同责任相结合,突出国家安全、国际安全、全人类安全乃至每个人的安全价值,真正实现共同、综合、合作、可持续的安全观所追求的安全目的。

In the world today,the sense of insecurity is spreading on a global scale,which is reflected not only in the deterioration of the security environment caused by increasing factors of uncertainty,but also in the declining role of forces supporting traditional security,and also in the negative security externalities of the development of new technologies.In order to address the increasing number of global challenges,it is imperative to strengthen global security governance and promote the transformation of the global security governance system.In its efforts to address problems in global security governance,China should pay attention to the governance of key issues,key nodes,and the integrated governance of traditional and non-traditional security issues,emphasize the special responsibility and core role of major countries,and the United Nations system in maintaining international security,and prioritize the formulation of international norms for the development of new technologies.At the same time,it is necessary to develop the“methodology”for the transformation of global security governance,such as adhering to the doctrine of dialectical materialism that everything has two aspects,attaching importance to the combination of strengthening certainty and reducing uncertainty,combining the common values of humanity and the diversity of world civilizations,combining“big governance”and“small governance”,and combining the responsibility of a major country and the common responsibility of the international community,and highlight the values of national security,international security,the security of humanity,and even security of everyone,in order to truly achieve the security goals pursued by the vision of common,comprehensive,cooperativeand sustainable security.
