总体国家安全观视域下大学生国家安全素养的内涵特质与基本结构

The Content and Basic Structure of the National Security Literacy of College Students in Light of the Holistic Approach to National Security

培育大学生国家安全素养是落实总体国家安全观的基本要求,也是应对国内外错综复杂安全局势、筑牢国家安全防线的现实需要。总体国家安全观视域下大学生国家安全素养不仅包含知识与技能等认知因素,还包含情感和价值观等非认知因素。因此,以总体国家安全观为指导,以国家认同感、使命感为牵引,从个体、国内、国际三个维度出发提高意识、掌握知识、生成能力,是大学生国家安全素养的内涵,具有价值性、整体性、时代性的特质。在此基础上,本文构建国家安全意识、国家安全知识、国家安全能力“三位一体”的大学生国家安全素养基本结构。其中,大学生群体应当具备的国家安全意识包括忧患意识、责任意识和国际视野,国家安全知识包括国家安全理论、法律伦理知识和公共安全知识,国家安全能力包括风险辨别能力和风险防范能力。

The implementation of the holistic approach to national security,and the need to consolidate the shield of national defense amid the complicated security situation at home and abroad make it necessary to cultivate the national security literacy of college students.The national security literacy of college students in light of the holistic approach to national security includes not only cognitive factors such as knowledge and skills,but also non-cognitive factors such as feelings and values.Thus,the cultivation of national security literacy of college students refers to enhancing the awareness,mastering the knowledge,and generating capability from the perspectives of individual security,public security and international security,focusing on the sense of national identity and mission,under the guidance of the holistic approach to national security.Such literacy is value-oriented,comprehensive,and contemporary.Moreover,this paper proposes the basic structure of the national security literacy of college students,which includes three interrelated elements:national security awareness,national security knowledge and national security capability.Among them,the national security awareness that college students should have includes the awareness of potential dangers,the sense of responsibility and international vision;the national security knowledge includes national security theory,legal ethics and public safety knowledge;and the national security capability includes the capability to identify risks and safeguard against risks.
