城乡融合发展中的基层政区治理逻辑——以郊区土地利用为例

The Logic of Grassroots Administrative Regions Governance in Integrated Urban-Rural Development—A Case Study of Suburban Land Use

城乡融合发展作为我国新型城镇化下半场的重要特征和主要目标,其在制度层面的核心是进一步推动城乡土地、户籍、社保等制度的改革与完善。虽然既有研究对城乡政区的关联给予了关注,但由于缺乏基层政区与具体制度关联后的解释,使其制度分析系统性和路径优化综合性不足。基于制度系统论的视角,以郊区土地利用为例,探寻城乡融合发展中基层政区与郊区土地利用在问题、原因和对策上的关联机制,研究表明,基层政区体制改革能够与郊区土地利用优化双向互动,具体在于以建制类型的一体化、准政区的规范化、省直管县和虚化乡镇、跨界联合和内部挖潜等方式推动郊区土地有效利用。

The integration of urban and rural development,as an important feature and main goal in the second half of the new urbanization in our country,is fundamentally about further promoting the reform and improvement of urban and rural land,household registration,and social security systems at the institutional level.Existing studies have focused on the connection between urban and rural administrative regions,but due to the lack of explanation after the connection between grassroots administrative regions and specific systems,the systematicness of institutional analysis and the comprehensiveness of path optimization are insufficient.From the perspective of institutional system theory,taking suburban land use as an example,this study reveals the associated mechanisms between grassroots administrative regions and suburban land use in terms of difficulties,causes,and countermeasures in the development of urban-rural integration.The study shows that the reform of the grassroots administrative region system can interact bidirectionally with the optimization of effective land use in the suburbs.Specifically,it involves promoting the effective use of suburban land through the integration of institutional types,the standardization of quasi-administrative regions,the provincial direct management of counties and the virtualization of townships,regional cooperation,and internal potential tapping.
