江苏省医用耗材集中采购政策现状与建议

Study on Current Situation and Suggestions of Centralized Volume-based Procurement Policy for Medical Consumables in Jiangsu Province

目的:分析江苏省医用耗材集中采购政策现状,为后续政策推进提供参考与建议。方法:对国家耗材集采和江苏省参加的省际联盟耗材集采政策进行归纳分析。结果:在采购计划上,江苏省级集采的带量比例低于国家和省际联盟集采,每批次的采购品种更加分散;在集采谈判上,江苏省级集采的分组主要依据产品特性和市场份额,中选机制采用代表品谈判;在采购结果上,国产企业是中选主体,江苏省级集采的平均降价幅度较小。结论:当前,医用耗材集采政策体现上下联动格局,需推进统一耗材编码的使用;中选规则兼顾了效率与公平,需坚持质量优先的原则;国内医用耗材市场得到升级,需多方合作保证稳定供应。

Objective To analyze the current situation of centralized volume-based procurement policy for medical consumables in Jiangsu province,and to provide reference and suggestions for the promotion of subsequent policies.Methods The policies of national consumables centralized volume-based procurement and inter-provincial alliance consumables centralized volume-based procurement participated by Jiangsu province were summarized and analyzed.Results In terms of procurement plan,the volume ratio of Jiangsu province was lower than that of national and inter-provincial alliance,and the procurement varieties in each batch were more dispersed.In terms of procurement negotiation,the grouping of Jiangsu province was mainly based on the characteristics of products and market share,and the winning mechanism adopted the negotiation of the representative products.In terms of procurement result,domestic enterprises were the main winners,and the average price reduction of Jiangsu province was smaller.Conclusion Currently,medical consumables procurement policy reflects the up and down linkage,and this requires promoting the use of unified consumable codes.The winning rules take efficiency and fairness into account,and this requires adhering to the principle of quality first.The domestic medical consumables market has been upgraded,and this requires multi-party cooperation to ensure stable supply.
