DRG支付下公立医院高质量发展路径的案例研究——基于动态能力分析

Case Study on the Path of High-quality Development for Public Hospitals under DRG Payment Reform——Based on Dynamic Capabilities Analysis

目的:探讨DRG支付下公立医院高质量发展的路径。方法:基于动态能力理论,以中国西部地区某三甲医院为案例医院,进行实证研究。结果:公立医院的动态能力包括感知识别能力、吸收整合能力和重构创造能力;案例医院在不断变化的外部环境中感知医保支付方式改革的机会与威胁,通过对现有医疗资源和管理模式进行整合、更新和重构,形成新的竞争优势,助力医院高质量发展。结论:从顶层设计、医疗资源和未来发展三个维度,提出DRG支付下公立医院高质量发展的路径。

Objective To explore the path of high-quality development for public hospitals under DRG payment reform.Methods Based on the perspective of dynamic capabilities theory,an empirical study was conducted with a tertiary hospital in western China as a case hospital.Results The dynamic capabilities of public hospitals included the ability to perceive and recognize,absorb and integrate,and reconfigure and create.The case hospital perceived the opportunities and threats of the health insurance payment reform in the ever-changing external environment.By integrating,updating,and restructuring existing medical resources and management models,new competitive advantages were formed to assist the hospital in high-quality development.Conclusion The path of high-quality development for public hospitals under DRG payment reform is proposed from three dimensions:top-level design,medical resources and future development.
