Study on the Implementation of Disease Control Supervisor Policy in Medical Institutions——Based on Smith's Policy Implementation Process Model

目的:了解医疗机构疾控监督员政策执行现状,为推动政策实施提供参考。方法:运用史密斯政策执行模型,从理想化政策、政策执行主体、政策目标群体和政策执行环境四个维度对医疗机构疾控监督员政策执行情况进行分析。结果:国家层面政策供给不足、地方政策解释模糊、组织原则与运行机制设置不明晰、人员职责和功能定位不科学、医疗机构公共卫生力量薄弱、公共卫生环境变化日趋复杂等因素,影响医疗机构疾控监督员政策的执行。结论:完善顶层设计与政策体系,明确组织机构职能和人员职责,加强医疗机构公共卫生力量,优化政策执行环境,推动医疗机构疾控监督员政策有效实施。

Objective To understand the current situation of the implementation of disease control supervisor policy in medical institutions,and to provide reference for promoting policy implementation.Methods Smith's policy implementation process model was used to analyze the implementation of disease control supervisor policy in medical institutions from four dimensions:idealized policy,policy implementation subject,policy target group and policy implementation environment.Results Insufficient policy supply at the national level,vague interpretation of local policies,unclear organizational principles and operational mechanisms,unscientific positioning of personnel responsibilities and functions,weak public health forces in medical institutions,and increasingly complex changes in the public health environment affected the implementation of disease control supervisors policy in medical institutions.Conclusion It is recommended to improve the top-level design and policy system,improve the organizational functions and personnel responsibilities,increase the public health force of medical institutions,optimize the policy implementation environment,and promote the effective implementation of disease control supervisor policy in medical institutions.
