“一带一路”背景下乌鲁木齐市物流效率评价研究

Logistics Efficiency Evaluation of Urumqi under Belt and Road Initiative

随着新疆自由贸易试验区的设立、丝绸之路核心区的建设,作为新疆首府的乌鲁木齐市的物流发展备受关注。为真实客观地评价乌鲁木齐市的物流效率,衡量乌鲁木齐市物流管理成效,本文从物流投入和产出角度,构建了乌鲁木齐市物流效率评价指标体系,在运用DEA模型的基础上,对乌鲁木齐市2006—2017年物流效率进行量化分析。结果显示,乌鲁木齐市物流业综合技术效率的均值0.869、纯技术效率的均值0.985、规模效率的均值为0.883,乌鲁木齐市物流行业的运行整体上保持了较高的效率,但仍然存在需要改进、优化的空间。据此,本文认为乌鲁木齐市物流业未来的发展方向应以“丝绸之路经济带”为契机,协同其他产业共同发展,创造更高的行业生产总值,助力于新疆自由贸易试验区的发展,为新疆经济的高质量发展提供更充足的动力。

The establishment of the Xinjiang Free Trade Zone and the development of the Silk Road core area have brought significant attention to the logistics industry in Urumqi,the capital of Xinjiang.To objectively evaluate the logistics efficiency of Urumqi and measure its logistics management effectiveness,this study constructs an evaluation index system based on logistics input and output.Using the DEA model,we quantitatively analyzed the logistics efficiency of Urumqi from 2006 to 2017.The results indicate that the average comprehensive technical efficiency of Urumqi's logistics industry is 0.869,the average pure technical efficiency is 0.985,and the average scale efficiency is 0.883.Overall,Urumqi's logistics industry has maintained high efficiency,although there are areas requiring improvement and optimization.Based on this,the article concludes that future development should leverage the"Silk Road Economic Belt"as an opportunity to coordinate with other industries,thereby boosting GDP,supporting the development of the Xinjiang Free Trade Zone,and providing robust support for Xinjiang's high-quality economic growth.
