Innovating Grassroots Governance Mechanisms Through Party Building Leadership——Based on the Comprehensive Analysis Framework

中国式现代化进程中,机制创新是应对快速变化的社会发展形势的内在要求。从党的政治、组织、思想与制度引领出发,结合全周期治理理念,依循“功能要素—资源支撑—能力要求—制度保障”的逻辑脉络,从机制创新的体系化构造与基层治理的全过程把控两个视角,搭建党建引领基层全周期治理机制创新的综合性分析框架。将党建引领与基层全周期治理相结合,充分发挥基层党组织的嵌入、组织、吸纳与整合优势,强化党组织在基层事务管理中的深度嵌入和高效整合,将党建优势转化为基层全周期治理现实效能,以实现全流程、多维度的系统治理。

In the process of China’s modernization,mechanism innovation is an inherent requirement to cope with the rapidly changing social development situation.Based on the guidance of the Party’s political,organizational,ideological and institutional leadership,this paper combines the concept of full-cycle governance and follows the logical framework of“functional elements—resource support—capability requirements—institutional safeguard”.From the two perspectives of systemic construction of mechanism innovation and whole-process control of grassroots governance,a comprehensive analytical framework for mechanism innovation of Party leadership in grassroots full-cycle governance is constructed.By combining Party building leadership with grassroots full-cycle governance,the embedded,organizational,absorbing and integrating advantages of grassroots Party organizations are fully leveraged.The deep embedding and efficient integration of Party organizations in grassroots affairs management are strengthened,and the advantages of Party building are transformed into the practical effectiveness of grassroots full-cycle governance.This will achieve full-process and multi-dimensional system governance.
