为侨服务工作体系的实践系统论建构

Construction of Practical System Theory for the Service System for Overseas Chinese

为侨服务是党的侨务工作的出发点和落脚点,是一项复杂的社会系统工程。从实践系统论的视角深入研究为侨服务工作的本质和规律,致力于理论创新和实践创新良性互动。研究相关各系统、要素、环境之间的辩证关系,优化系统结构和联系,在实践系统中,发挥其核心要素人的积极作用,提升系统的整体功能。从外延角度研究为侨服务工作作为要素与党的侨务工作系统、时代环境之间的关系,从内涵角度研究为侨服务工作系统内部各要素之间的联系。践行“以人为本、为侨服务”的宗旨,全面加强为侨服务工作体系的实践系统论建构。

Serving overseas Chinese is the starting point and goal of dealing with overseas Chinese affairs for the Communist Party of China,which can be viewed as complex system engineering.From the perspective of practical system theory,this paper deeply explores the essence and laws of serving overseas Chinese,and conducts a positive interaction between theoretical innovation and practical innovation,and analyzes the dialectical relationship of relevant systems,elements and environments to optimize system structure and connections,meanwhile emphasizes the active role of individuals in practical systems to improve the overall function of the system,then explores the relationship between serving overseas Chinese and the Party’s corresponding systems in different times,and the relationship between the internal elements of the system.We should adhere to the principle of“people-oriented and serving overseas Chinese”and comprehensively strengthen the construction of the practical system theory for serving overseas Chinese.
