摘要
职业教育微证书被欧盟认为在技能提升、应对工作性质变化和提供终身学习路径等方面具备潜能,因此要在整体上创建职业教育微证书生态系统。由于职业教育微证书制度涉及众多利益相关者,因而其信任关系中存在诸多不确定性。为解释其中的具体情况,依据什托姆普卡构建的信任文化的社会生成模型,基于历史传统、结构背景、行动能力等变量展开讨论。在职业教育微证书的信任文化中,各种信任与不信任的因素相互交织,导致信任风险加剧。但依存变量为信任文化的恢复与重建提供了可能性,欧盟试图以学习者为中心,确保信息公开且透明;积极的财政政策,鼓励学习者接受培训;明确政府的责任,逐步推进微证书落地等取信策略,为职业教育微证书树立信心。
Vocational education micro-certificates are considered by the European Union to have the potential for skill enhancement,adapting to job nature changes,and providing lifelong learning pathways.Therefore,it is necessary to establish an ecosystem for vocational education micro-certificates as a whole.Due to the involvement of numerous stakeholders in the vocational education micro-certificate system,there are many uncertainties in its trust relationships.To explain this situation,this paper discusses specific circumstances considering variables such as historical traditions,structural backgrounds,and action capa⁃bilities based on Sztompka’s social generation model of trust culture.In the trust culture of vocational edu⁃cation micro-certificates,various factors of trust and distrust intertwine with each other,leading to in⁃creased trust risks.However,dependent variables provide possibilities for the recovery and reconstruction of trust culture.The European Union attempts to build confidence in vocational education micro-certifi⁃cates through learner-centered approaches that ensure information transparency;active fiscal policies that encourage learners’participation in training;clear government responsibilities that gradually promote the implementation of micro-certificates.
