基于全域土地综合整治的村庄规划编制思考——以瓜州县草湖沟村为例

Reflections on village planning based on comprehensive land consolidation in the whole region--Taking Caohugou village in Guazhou County as an example

全域土地综合整治是村庄规划编制的重要突破口,通过全域统筹、重点突破、精准实施的思维谋划规划方案,以期为乡村振兴做好规划引领。以瓜州县草湖沟村为例,依托GIS软件平台进行数据分析,结合农用地、村庄宅基地、生态修复和低效用地等重点整治任务,划定以功能化主导的整治片区和项目集成式的实施单元,提升规划成果的实施性和操作性。旨在解决由乡村劳动力不足、资源利用率不高、乡村活力不足等问题导致乡村振兴战略难以实施的困境,为实用性村庄规划编制提出对策建议。

Comprehensive improvement of land space in the whole region is an important breakthrough in village planning.The purpose is to plan the planning scheme through the thinking of overall planning,key breakthrough and precise implementation,so as to make the planning guidance for rural revitalization.Taking Caohugou Village in Guazhou County as an example,relying on the GIS software platform for data analysis,combined with key remediation tasks such as agricultural land,village homestead,ecological restoration and inefficient land,the functionalled remediation area and project integrated implementation unit were delineated to improve the implementation and operability of the planning results.The purpose is to solve the dilemma that the rural revitalization strategy is difficult to implement due to the shortage of rural labor force,low resource utilization rate and insufficient rural vitality,and to put forward countermeasures and suggestions for the compilation of practical village planning.
