“找回社区性”:认同建构与基层社区组织化动员——基于S市K社区基金会发起创办过程的案例考察

“Bringing the Community Back In”:Residents’Identity and Community Organizing——Case Studies Based on K Community Foundation

在社会原子化与治理碎片化背景下,再组织化成为当前我国基层社区治理体系推动构建的关键一环。既有社区组织化议题研究分别从外部行动主体参与和社区自组织内在动力角度展开,却忽视了社区情境性因素在形塑基层组织化过程中的潜在影响,导致对基层组织化结构发育“社区治理关联性”关注的不足。本文尝试把“社区性”带回有关基层组织化议题的分析中,着重探讨社区认同要素在促推基层组织化行动中的积极作用。针对K社区基金会发起创办过程的案例考察表明,某种共同历史经历塑造了居民对所在社区的强烈情感认同和精神文化认同,进而形成对社区内部组织化动员过程的多维赋能。基于集体认同的社区组织化行动呈现出天然的公共议题指向,从而建立起基层组织化结构发育与其社区治理参与效能的积极关联。

The promotion of residents’self-organizations increasingly becomes a key momentum for China’s recent national project of community governance modernization.Extant literature has examined richly on both internal and external factors that potentially contribute to residents’self-organization fostering,but mostly overlooks the community embeddness of community self-organization.Based on ethnographic case study of an urban community foundation’s founding process,this paper explores the promoting effects of residents’sense of community in community self-organization development.Empirical investigation shows that,nurtured and shaped by shared historical experience within given geographic community,residents’sense of community lead to high embeddness of case community foundation’s development into community,which in turn fosters great agency of the residents’self-organization in local community governance participation.By bringing the“community essence”back into residents’self-organization,this paper extends the vision of extant community self-organization studies,and offers empirical lessons for China’s effortful promotion of community governance innovation.
