摘要
社会组织是基层社会治理的重要主体。既有研究充分讨论了政府对社会组织的培育支持和社会组织对社会组织的支持,较少关注社会组织如何支持政府。本文基于赋权增能理论,构建“行政赋权下的专业增能”解释框架,并以X组织促成业主委员会组建为例,探究社会组织参与基层社会治理的实践逻辑。研究发现:政府的行政赋权是社会组织参与基层社会治理的必要条件,主要包括身份赋权、资源赋权和治理赋权等三方面内容。社会组织在行政赋权下发挥组织能力参与基层社会治理,通过能力培养、业务支援和人力支持等方式增能基层政府,进而提升基层社会治理效能。行政赋权下的专业增能是政社协同共治的结果,不仅能够丰富赋权增能理论的内涵,也在一定程度上体现了基层社会治理的新发展趋势,为推动社会组织参与基层社会治理提供了借鉴和参考。
Social organizations are an important participant of grassroots social governance.Existing studies have fully discussed the government’s support to social organizations and the support of social organizations to social organizations,but there is a lack of attention to how social organizations support the government.Based on the theory of empowerment,this paper constructs an explanatory framework of“professional enablement under administrative empowerment”,and takes the example of X facilitating the formation of proprietors’committees to explore the practical logic of social organizations’participation in grassroots social governance.The study finds that administrative empow-erment is a necessary condition for social organizations to participate in grassroots social governance,which mainly includes three aspects:identity empowerment,resource empowerment and governance empowerment.Social organizations participate in grassro-ots social governance by exercising their organizational capability under administrative empowerment,and empowering the grassroots government through capability build-ing,business support and manpower support,thereby enhancing the effectiveness of grassroots social governance.Professional enablement under administrative empowerment is the result of the synergy between the government and society,which not only enri-ches the connotation of the theory of empowerment,but also reflects the new develop-ment trend of grassroots social governance,and provides reference for the promotion of social organizations’participation in grassroots social governance.
