Exploration of Standardization of Business Environment Evaluation in Development Zones

本文以开发区营商环境评价为切入点,阐述了营商环境评价的现状与存在的不足,在评价程序标准化、开发区营商环境指标体系构建、营商环境评价“工具箱”构建三个方面进行开发区营商环境评价标准化探索。开展开发区营商环境评价的标准化工作,能够有效强化第三方评价主体的自主意识,在评价过程中公正客观按标准规范评价,确保评价结果的真实性。

This paper takes the evaluation of business environment in development zones as the starting point.It describes the status and deficiencies of business environment evaluation,and explores the standardization of business environment evaluation in development zones from three aspects,including the standardization of evaluation procedures,construction of the index system of business environment in development zones,and construction of the“toolbox”for business environment evaluation.Carrying out the standardization work of business environment evaluation in development zones can effectively strengthen the independent consciousness of third-party evaluation subjects,and ensure the authenticity of the evaluation results by conducting fair and objective evaluation in accordance with standards.
