美欧国际标准化战略分析:关键举措和深层意图

Analysis of International Standardization Strategies in the United States and the EU:Key Measures and Deep Intentions

当前,百年未有之大变局加速演进,全球科技竞争日益加剧,美欧等发达国家高度重视国际标准化战略输出,通过国际标准、规则规制等形式发挥全球影响力。作为国家治理体系的重要构成,标准化战略不仅反映着一国技术、产业、经贸的先进程度和发展方向,也成为开展国际合作、提升全球地位的重要抓手。近年来,美欧出台标准、规则等方面的战略政策,一定程度上通过标准化举措传达了背后的政治经济意图。本文通过对近年来美欧国际标准化战略举措进行分析研究,基于当前国际形势分析其特征背后的深层意图,进而对我国国际标准化工作的发展提出建议。

The current unprecedented era of great changes is accelerating,The global competition in science and technology is intensifying.Developed countries such as the United States and some EU countries attach great importance to the export of international standardization strategies,enhance global influence through the establishment of international standards and rules.As an important component of the national governance system,standardization strategies not only reflect the advanced level and development direction of a country’s technology,industry,economy,and trade,but also become an important starting point for carrying out international cooperation and enhancing global status.In recent years,the United States and the EU have developed strategic policies on standards,rules and other aspects,aiming to convey the political and economic intentions through standardization measures.This paper studies the international standardization strategies of the United States and the EU in recent years.Based on the current international situation,the paper analyzes the underlying intentions behind their characteristics,and proposes development suggestions for China’s international standardization work.
