摘要
2020年发布的《关于加快医学教育创新发展的指导意见》中强调,到2030年建成具有中国特色且更高水平的医学人才培养体系,使医学科研创新能力和服务卫生健康事业的能力显著增强,各省(市、自治区)相继出台实施方案并予以落实。本文基于政策工具和政策内容建立二维分析框架,对26份省级政策文本进行量化分析。研究发现,政策工具使用较为全面但缺乏均衡性,命令性工具使用过溢,并且忽视了不同高校之间的差异。因此,笔者提出以下建议:优化政策顶层设计,强化机构执行能力;增强政策工具与目标群体需求的契合性;建立府际学习机制,增强政策创新性。
The guiding opinions on accelerating the innovative development of medical education announced in 2020 aim to establish a medical talent training system with Chinese characteristics and higher levels by 2030,significantly improving the innovation ability of medical research and enhancing the ability of healthcare service.Various provinces(cities,autonomous regions)have successively introduced plans to implement the policy.This article establishes a two-dimensional analysis frameworkbasedonpolicy tools andpolicy content,andquantitatively analyzes 26 provincial-level policy texts.Research has found that:the use of policy tools is relatively comprehensive but lacks balance;command-type policy tools are used excessively,with ignoring differences between universities.Therefore,it is recommended to optimize the top-level design of policies and strengthen the execution capacity of institutions;improve the matching between policy tools andthe needs of target groups;establish an intergovernmental learning mechanism to enhance policy innovation.
