数字助力农村公共体育服务更高水平发展的价值、机理与进路

The value,mechanism and approach of digital assistance to the higher level development of rural public sports services

在数字中国、智慧乡村战略引领下,农村公共体育服务治理范式迎来新契机、新机遇。运用文献资料法,对数字助力农村公共体育服务更高水平发展的价值取向、运行机理与实践进路进行研究。结果显示:以人民为中心,实现体育服务供给均等化;以技术为支撑,务实体育基础设施信息化;以合作为导向,共筑体育服务治理高效化是数字助力农村公共体育服务的价值取向。运行机理为数字技术内部蕴含着转变农村公共体育服务供给方式,提升农村公共体育服务的供给效能,强化农村公共体育服务的治理能力。实践进路为:精准为重,增强数字技术嵌入的靶向性;共治为纲,推动多元供给主体的协同性;人才为先,完善数字人才培养的锚向性;效率为要,提升资源配置效率的强韧性。

Under the guidance of digital China and smart village strategy,the governance paradigm of rural public sports service has ushered in new opportunities and new opportunities.By using the method of literature,this paper studies the value orientation,operation mechanism and practice approach of digital assisting the higher level development of rural public sports services.The results show that:take people as the center,realize the equalization of sports service supply;with the support of technology,practical sports infrastructure informatization;the value orientation of digital-assisted rural public sports services to take cooperation as the guidance and jointly build efficient sports service governance.The operation mechanism is as follows:digital technology contains the transformation of the supply mode of rural public sports services,the improvement of the supply efficiency of rural public sports services,and the strengthening of the governance capacity of rural public sports services.The practical approach is as follows:focus on precision and enhancing the targeting of digital technology embeddedness;co-governance as the key,to promote the coordination of multiple supply subjects;talent first,improve the anchor orientation of digital talent training;efficiency is the key to improve the strength and toughness of resource allocation efficiency.
