科研经费管理是确保科研项目有效进行和取得成功的关键要素,是提升科研活动透明度和规范性、防止资源浪费和滥用的重要手段,也是推动整个科研体系健康发展的关键一环。“分散式”和“集中式”是目前2种主流的科研经费管理模式。详细分析这2种模式的优势和局限性,探讨适用性时发现,这2种模式在支撑科技创新方面都发挥了重要作用,但在实践中也存在一定问题,需要及时协调与融合,进而实现科研经费效用的最优化。

The management of scientific research funds is a key element in ensuring the effective implementation and success of research projects.It is an important means to enhance the transparency and standardization of research activities,prevent the waste and abuse of resources,and a key link to promote the healthy development of the entire scientific research system.“Decentralized”and“centralized”types are the two mainstream management models of scientific research funds.The advantages and limitations of these two models are analyzed in detail and their applicability is discussed.It is found that both models play essential roles in supporting technological innovation,but there are also some problems in practice.They need to be coordinated and integrated in time after weighing,so as to achieve the optimization of the effectiveness of scientific research funds.
