高标准农田建设提升了农户种粮积极性吗?——基于双季稻种植的考察

Has the Construction of Well-facilitated Farmland Increased the Enthusiasm of Farmers to Grow Crops?An Investigation Based on the Planting Behavior of Double Cropping Rice among Farmers

高标准农田建设是增强粮食综合生产能力,强化国家粮食安全保障的重要举措。基于江西省1556份微观农户调查数据,采用双季稻种植行为来衡量农户种粮积极性,实证分析高标准农田建设对传统双季稻主产区农户种粮积极性的影响及其作用机制。研究发现:(1)高标准农田建设显著提高了农户种粮积极性,促进传统双季稻主产区农户种植双季稻,并扩大双季稻种植规模,该结论在进行稳健性检验后依然成立。(2)机制分析表明,促进农业社会化服务发展、降低农业生产成本、诱导农地转入是高标准农田建设提高农户种粮积极性的三个重要路径。(3)异质性分析发现,高标准农田建设对农地调整、低细碎化与非平原地区农户的双季稻种植行为有更明显的促进作用。为进一步强化粮食安全保障,更好地发挥高标准农田建设的种粮激励效应,应持续大力推进高标准农田建设,优化高标准农田建设模式,着力降低高标准农田的细碎化程度。

The construction of well-facilitated farmland is an important measure to enhance the comprehensive production capacity of grain and strengthen national food security.Based on 1556 micro farmer survey data in Jiangxi Province,the planting behavior of double cropping rice was used to measure the enthusiasm of farmers for grain cultivation.The impact of well-facilitated farmland construction on the enthusiasm of farmers in traditional double cropping rice main production areas and its mechanism were empirically analyzed.Research has found that(1)the construction of well-facilitated farmland has significantly increased the enthusiasm of farmers for grain cultivation,promoted the cultivation of double cropping rice by farmers in traditional double cropping rice main production areas,and expanded the scale of double cropping rice cultivation.This conclusion still holds after conducting robustness tests.(2)Mechanism analysis shows that promoting the development of agricultural socialized services,reducing agricultural production costs,and inducing the transfer of farmland are three important paths to improve the enthusiasm of farmers for grain cultivation in the construction of well-facilitated farmland.(3)Heterogeneity analysis finds that the construction of well-facilitated farmland has a more significant promoting effect on the double cropping rice planting behavior of farmers in agricultural land adjustment,low fragmentation,and non-plain areas.To further strengthen food security and better leverage the grain incentive effect of well-facilitated farmland construction,we should continue to vigorously promote the construction of well-facilitated farmland,optimize the construction mode of well-facilitated farmland,and focus on reducing the degree of fragmentation of well-facilitated farmland.
