省域学分银行的建设路径:因素、模型与组态--基于25省案例的模糊集定性比较分析

The Construction Path of Provincial Credit Banks:Elements,Models,and Configuration:Qualitative Comparative Analysis of Fuzzy Sets Based on Cases from 25 Provinces

摘要 当前,多数省份均在推进学分银行建设,且各具特色因素,不同因素组合下学分银行建设进展不一。为探索不同因素组合对学分银行建设的影响,以25所省域学分银行建设案例为研究对象,运用模糊集定性比较分析方法,发现存在综合推进型、政策驱动型和动力驱动型三条推进学分银行发展的建设路径。结合案例分析提出,在经济欠发达地区可借助政府主导推进学分银行建设,而在经济发达地区可通过完善各因素推动发展;对于经济发达但政府支持有限的地区,则更适合通过项目试点突破建设瓶颈,挖掘社会学习成果转换需求。 Currently,most provinces are advancing the construction of credit banks,each with its own unique factors.Under different combinations of factors,the progress of credit bank construction varies.To explore the impact of different factor combinations on the construction of credit banks,this study takes 25 provincial credit bank construction cases as the research object and uses fuzzy set qualitative comparative analysis methods.The study finds that there are three development paths for promoting credit bank development:comprehensive advancement,policy-driven,and motivation-driven.Based on the case analysis,it is suggested that in economically underdeveloped areas,the credit bank construction can be promoted by improving various factors in government leadership;while in economically developed areas,the development can be driven by improving various factors.In economically developed areas with limited government support,it is more suitable to break through construction bottlenecks through project pilots and tap the transformation needs of social learning achievement.
