“村BA”何以进入全国和美乡村赛事政策议程?——基于多源流理论分析

Why Does“Village BA”Enter the Policy Agenda of National Village Basketball Competition:Based on Multi-Stream Theory Analysis

全国和美乡村篮球大赛(村BA)政策的出台成为体育公共政策的一个经典案例。对“村BA”政策的研究既能为其他乡村体育赛事政策议程提供可行性的研究视角,也能为我国未来乡村体育赋能乡村振兴的系列政策制定提供重要参考。笔者基于多源流理论视角,以“村BA”赛事政策为研究案例,对其政策出台进行了全景式的剖析。研究表明:系列“村BA”焦点事件暴露出的乡村体育供需缺口,乡村振兴与乡村体育的天然合拍反映出的农民对美好生活向往构成了问题源流;中央政策持续跟进、人大代表与政协委员的提案议案与专家学者学理推论构成了政策源流;党的“体育为民”执政理念、纯粹而热烈的国民情绪与媒体力量构成了政治源流;最终“三源耦合”的动力作用快速打开了政策之窗。

The rapid introduction of the National Village Basketball Competition(Village BA)policy has become a classic case of sports public policy.The research on“village BA”policy can not only provide a feasible research perspective for the policy agenda of other rural sports events,but also provide an important reference for the formulation of a series of policies of rural revitalization enabling by rural sports in China in future.From the perspective of multi-stream theory,taking“village BA”policy as a case study,this paper makes a panoramic analysis of its policy introduction.The research shows that the focus events expose the gap between supply and demand of rural sports,and the natural harmony between rural revitalization and rural sports reflects that farmers'yearning for a better life constitutes the issue source.The continuous follow-up of the central policy and the theoretical reasoning of experts and scholars constitute the policy source.The ruling concept of“sports for the people”,national sentiment and media constitute the political source.Finally,the dynamic effect of“three streams coupling”opens the policy window.
