凉山州水利工程质量监督现状及发展探索

Quality Supervision Status Quo and Development Exploration of Water Conservancy Projects in Liangshan Prefecture

论述了凉山州水利工程质量监督现状,以及采取的主要做法和取得的成效,分析了凉山州水利工程质量监督管理工作的问题及对策,通过深入调研,按照我国现行的水利工程质量监督管理的相关法律、法规、规程、规范、技术标准及规范性文件等,并结合凉山水利工程建设和管理的特点,提出了健全水利工程质量监督机构、完善质量监督人员队伍、确保质量监督经费足额到位、细化考核激励机制、加大现场检查力度及规范参建单位质量管理等合理化建议。

The paper discusses the current situation of quality supervision of water conservancy projects in Liangshan Prefecture,as well as the main measures taken and the results achieved.It analyzes the problems and countermeasures of quality supervision and management of water conservancy projects in Liangshan Prefecture.Through in-depth research,in accordance with the relevant laws,regulations,rules,specifications,technical standards,and normative documents of quality supervision and management of water conservancy projects in China,and combined with the characteristics of construction and management of Liangshan water conservancy projects,reasonable suggestions have been put forward,such as improveing the quality supervision organization of water conservancy projects,improveing the team of quality supervision personnel,ensureing that quality supervision funds are fully allocated,refineing the assessment and incentive mechanism,increaseing on-site inspections,and standardizeing the quality management of participating units.
