农业科技园区管理及运行机制研究——以重庆为例

Research on the Management and Operation Mechanism of Agricultural Science and Technology Parks--Taking Chongqing as an Example

农业科技园区是推进农业农村现代化,助力乡村振兴,实现农业强国、科技强国的重要抓手。本文基于我国农业科技园区的实践探索及文献资料,总结其管理及运行的特征,提炼共性经验。在此基础上,课题组结合2022年对重庆市开展的实地调研,总结梳理重庆市农业科技园区现状,发现园区存在示范带动能力不足、产业体系建构不完善、要素获取能力差、科技创新能力弱、成果转化率低等问题,结合“十四五”时期对农业科技园区发展的新要求,从强化组织领导、加强示范推广、优化产业结构、发挥要素聚集、重视科技创新等方面提出改进园区管理及运行的政策建议。

Agricultural science and technology parks are important means to promote agricultural and rural modernization,assist in rural revitalization,and achieve the construction of an agricultural and technological power.Based on the practical exploration and literature materials of agricultural science and technology parks in China,characteristics of their management and operation are summarized,and common experiences are extracted.On this basis,combined with the on-site research in Chongqing conducted by our research group in 2022,it was found that the current situation of Chongqing's agricultural science and technology parks is insufficient in demonstration and driving capacity,incomplete industrial system construction,poor ability to access factors,weak in ability scientific and technological innovation,and low commercialization rate of scientific and technological achievements.Based on the new requirements for the development of agricultural science and technology parks during the 14th Five Year Plan period,it is necessary to propose policy recommendations for improving park management and operation from the following aspects:the strengthening of organization and leadership,the enhancement of demonstration and popularization,the optimization of industrial structure,the fulfilment of factor aggregation,the emphasis of technological innovation,and etc.
